Whatever fuel specifications are adopted it is important to have routine monitoring at the pump and along the distribution chain to assure that the actual in use fuels meet the specification. Penalties should be imposed if the limits are not achieved.
Because many countries have differential fuel taxes and in some cases subsidies, special care must be taken to minimize or eliminate adulteration of high quality fuels with lower quality but cheaper alternatives (e.g., kerosene).
